I don't know how to answer this, mainly because I've never been to a zoo, but I assume they have things like frogs and snakes there.
Would I set them free?
No, every ecosystem is balanced and if you were to release them in a place where they don't belong you disrupt that, plus I'm not sure penguins would be very comfortable here in south Georgia, where it got to like 98 degrees yesterday.
